Daniel C. Burnes, M.D., M.P.P.
Physician Consultant

A practicing physician as well as an expert in provider relations, utilization management, quality assurance, and business management, Dan Burnes has over 20 years of experience in HMOs, PPOs and home health care. From 1978 to 1983, Dan helped develop the North Central Connecticut HMO and assisted in its sale to Kaiser. Subsequently, he served as:

• President and then Vice Chairman of the Managed Care Corporation, a national management company established by the Harvard Community Health Plan (HCHP) to work with physicians creating local HMO and PPO entities;
• President, CEO and Founder of Continuing Care Associates, Inc. a publicly traded regional home health care corporation; and
• a part-time dermatologist at HCHP.

In 1997 he was instrumental in developing a medical group from the physician staff of HCHP and currently serves on the new organization’s Board of Directors.

As a Consultant with The Tompkins Group since 1994, Dan is responsible for assisting clients in the development and implementation of medical management (utilization, quality, and disease management) programs. Dan has helped to:

• develop effective utilization management for a physician-hospital organization that significantly reduced hospital utilization rates;
• educate private practice physicians in the effective use of quality and utilization data;
• re-organize an IPA into practice management units ("pods") capable of sharing risk;
• educate physicians in the clinical and management changes needed in their practices to succeed in managed care; and
• develop medical leaders among practicing physicians.

Dan earned his M.D. at Harvard Medical School and an M.P.P. from the Kennedy School of Government. He pursued post-graduate studies at the Dartmouth-Hitchcock Medical Center and Massachusetts General Hospital. He is a Diplomate of the American Board of Internal Medicine and the American Board of Dermatology.
