Nancy J. Silberg
Senior Consultant
With
25 years of experience with health care providers in the Northwest, Nancy Silberg has
managed, initiated and developed new businesses from inception to profitability and
growth. She has a diverse background that includes positions in health insurance, managed
care, contracting, provider relations, strategic planning, marketing and operations.
Senior leadership positions she has held include:
- Founder
and CEO of Pacific Health, a $20 million Seattle HMO with 22,000 members and 130 primary
care providers in 25 Puget Sound locations;
- Director
of Contracting for Swedish Medical Services, encompassing over $200 million in annual
revenue to the hospitals, primary care group and subspecialty IPA of Washingtons
largest hospital system;
- Vice
President of Planning and Marketing for Pacific Medical Center, where she increased the
business of this integrated hospital and medical group by 60 percent in the first year;
and
- General
Manager of a four-state region for Home Nutritional Services, a national IV therapy
company.
As
a consultant and President of Silberg & Associates, LLC since 1995, Nancy has worked
with medical groups, PHOs, IPAs, and health insurers to:
- design
and implement risk sharing and compensation systems using vehicles including capitation,
subcapitation, global rates, draw rates, case prices, and risk sharing by specialty
service, articulating the groups principles and identifying administrative
procedures for health plans;
- negotiate
payor contracts that maximize revenue and minimize risk for her clients;
- develop
networks of providers (physicians, hospitals, allied health providers, ancillary services,
etc.) outside the group that meet quality and service standards at a substantial cost
savings;
- assess
the feasibility of and design new products that meet provider and consumer needs,
including PSOs and Medicare risk products; and
- manage
business planning that defines vision as well as strategies and tactics, and has included
identification of potential merger/acquisition partners and facilitation of successful
merger completion.
Nancy
earned her M.B.A. from the University of Washington with honors. She holds a masters
degree with a specialty in health planning from the University of Illinois and a B.A. in
economics from the University of Michigan. She is a diplomate in the American College of
Healthcare Executives, and a member of the Healthcare Financial Management Association,
the Society for Healthcare Planning and Marketing, and the Washington State Hospital
Association.
